- —Hakei to Uruki
Hakei is the Crowned Prince of Kutou and the son of Kutou's emperor in the time of Fushigi Yuugi Genbu Kaiden. He is behind the armies falling in Hokkan and he personally recruited the people for the task force against the Priestess of Genbu and her warriors. Hakei is sure of his abilities and he knows that his country will not fall in his attack on Hokkan.
He is the founder of the Kutou Special Taskforce. When Uruki and Soruen arrive in Kutou, which is attacked by bandits, Uruki uses his wind power to keep the chaos from raging on. After the civilians thank him, Hakei launches a surprise kick at him. Uruki dodges and Hakei even tells him that he is impressive. Uruki will join the taskforce.
Hakei is mentioned alot by Hien and Shigi when he has not taken physical appearance. He appears next to tell Shigi that he will go to the Kutou border. It was later revealed that he went there to sign a treaty with Hokkan, agreeing to eliminate the priestess and her warriors together.
He appears last when Takiko is successfuly captured. Hakei takes a look of her and walks away. He makes another and last appearance in the final volume of Fushigi Yuugi Genbu Kaiden when Kutou fails to eliminate the warriors and their priestess and it's then that he admits defeat, enough so that it surprises Shigi who is still bent on revenge against the priestess but dies together with Hien moments after.
