Shunrou (春封) is the capital city of Kutou. The Kutou Imperial Palace is situated in this city and is featured in Fushigi Yuugi: The Mysterious Play.

While not much is known about the culture of Shunrou, the city is widely known as a military stronghold. Despite its high population, the living quarters of Shunrou are tight and strategically sectioned into districts to deter any large forces from easily maneuvering through the city. Only military personnel are aware of the fastest route.
Although protected from siege threats by high stone walls, the Shunrou's winding alleyways provide cover for criminal activity. Operating in the shadows, human trafficking rings are prominent in all districts. Brothels are an extension of this circuit and are frequented by citizens.
